Why would the Plaintiffs be interested in the Jacqueline Patterson Edwards RICO case????
Slabbed lifers well remember the Jacqueline Patterson Edwards RICO case against former St John the Baptist Parish Prez turned convict Bill Hubbard. For those that don’t, for right now we’ll use the google cache to highlight that old Slabbed post here is the old post on the topic because Edwards also sued Jefferson Parish, Aaron Broussard, Tim Whitmer and others including Pipeworks. Here is one case document online that has a short history of the case. If memory serves Jason over at AZ also went fishing for answers on the case very early in the game. So why do I mention this?
Mainly because I checked my file copy of the complaint filed by Patterson Edwards and NO WHERE in the whole damn case record do I find the name of the ones we call the Goatherders. So my question is WTF are they doing trying to discover information on it from Fox 8 in a lawsuit in Canada that supposedly has nothing to do with the now indicted Aaron Broussard.
This my friends, is a very reasonable question. I’ll do my best to ascertain the answer for all. ~ sop

the amended complaint lists ab as a partner in public works and tusket but dosent mention trout point or the herders. my guess would be that since the civil rico case was thrown out the herders are using that as precedent that a broussard nova scotia connection was already introduced in court and thrown out.

As I compiled my notes for this post and along the lines of my affinity for applied mathematics I was reminded of the Butterfly effect, a concept based in Chaos theory which underpins several of the concepts expressed by Nassim Taleb in his two books. I have alluded to the fact that we had an idea as to the origins of the current investigation into Aaron Broussard and I threw Bill Hubbard in the mix as one of the candidates in my post, Let’s talk Prisoner’s Dilemma which included a reader poll asking which rat our readers thought was squealing to Jim Letten:
Looking back I should have included combo answers as another member of the gang is talking to Jim Letten IMHO but my vote, for Bill Hubbard, was reflective of the fact that he squealed first and that is the fundamental concept behind Prison’s Dilemma. Today we’ll explore the basis for that opinion as I reveal the court case that we think lead to Raphael and the Metropolitan Crime Commission getting that tip. Lets start with the editorial from today’s Times Picayune that finally convinced me it was time to tackle this subject:
I immediately recognized the name. It appeared in the coverage of Bill Hubbard’s plea as the names of three private companies that allegedly bribed Hubbard were leaked to the press along with the name of Mr Hubbard’s paramour. But I also remembered seeing Mr Davezac’s name elsewhere but before we get to that I’ll share another Times Picayune story which made it clear that Hubbard was squealing, certainly on those three parish contractors that allegedly bribed him along with Mr Whitmer:
So with this in mind I then compiled a timeline which traced the published reports on the unfolding corruption scandal against the timing of allegations made in a fair housing civil lawsuit that was first filed on July 13, 2009 by former resident Jacqueline Patterson Edwards against Mr Hubbard and other parish officials over her rental property located in La Place. After I examined the chain of events as to the corruption investigation and compared them to the lawsuit I was left with the impression that Ms Patterson Edwards was the source of the dime drop to Rafael or had sources to the ongoing criminal investigation that were second to none. Let’s review:
9/22/09: Published reports break the news that Bill Hubbard is the target of a federal corruption probe.
9/26/09: Hubbard cops a plea revealed he bought a car for his girlfriend, used money from parish venders to pay for it.
9/30/09: Cited by defendants as the date Ms Patterson Edwards notified court she intended to amend her complaint into a RICO complaint.
With this chain of events in mind let’s visit with that amended Patterson Edwards complaint and take a peek at some of her allegations:
Given the timing of the allegations made, specifically the ones involving Aaron Broussard’s Nova Scotia real estate holdings it is clear either Ms Patterson Edwards is psychic or knew a lot of what was going on in Jefferson Parish. We were not the only folks to figure this out. The American Zombie connected some comments from the Times Picayune stories on this and went fishing back in January. I hope this post fills in a few more of the blanks.
Our readers can find Ms Patterson Edward’s case statement here and can link directly to her website here. Ms Patterson Edwards is proceeding in this case Pro Se which a snarky insurance lawyer once opined here meant “already lost” in latin. That may be and I’m certainly no fan of the race card as it is displayed on Ms Patterson Edwards website but it is equally clear she is not the type of person you’d want to piss off, just ask Bill Hubbard.
Could it be the tumbling down of Aaron Broussard’s house of cards began with hispanic laborers not being welcomed to the neighborhood in La Place? You betcha and is a good illustration of the butterfly effect.

whitmergate I have reviewed this matter over and over again and my conclusion is that it’s bizarre Ms. Edwards could have ever named all of these people without having been on the inside or in some way been fed this info by someone. Her backgroud doesn’t jive with her RICO complaint.
It’s also bizarre that this RICO action was originally generated from a Fair Housing matter.
It just makes you wonder that’s all.

Ms. Edwards’ ProSe petition reads with such extreme specificity (i.e all the business entities of Aaron on pages 16-17)and with such familiarity with federal criminal statutes it should have been the Indictment document that the DoJ should have filed against ALL the COCKAROACHES, and not just Aaron and Wilkinson.
My take on this is that the true author of the petition, “Deep Pen”, is in it for a cut in the punitive money that could be possibly awarded whistle-blower Ms.Edwards.
Is it foreseeable to anticipate the defendants depose Ms Edwards and compel her to reveal the name of “Deep Pen”.

A law firm prepared those petitions, etc. on behalf of Ms. Edwards. The law firm had access to former employees and/or former wives and others inside of Parish gov’t who then had Ms. Edwards file the case Pro Se so the law firm would be untraceable and the sources were untraceable. The legal strategy employed here was down right brilliant. Only a former “…….” would be able to put these pieces together.
Who would benefit the most from the political vacuum that this would create because there is going to be a huge consolidation of power to one group when all is said and done. This is like the BOLD versus LIFE infighting only the groups in JP don’t have fancy corporate names they have established family names.

Connick is under the Yenni faction. Yenni faction also contains Whitmer, Wilkinson, Broussard, Geginheimer, and others. I could actually name a number of disenfranchised political foot soldiers who would have a beef with the Yenni group.

Pres: On your second impression as to who would benefit the most from Ms.Edwards suit reminds me of the same vital question asked in the Kennedy assassination plot. But why would a political group/family start a forest fire which could spread in variable high winds and could conceivably incinerate their own asses.
Your first impression however is also mine.. only a former “…..” – how about a former “prosecutor” being “Deep Pen”.
And since Ms.Edwards ain’t talking, how about a deposition which I’m sure the presiding Judge would endorse to know her sources( i.e evidence) and the true author of her petition.
Seems as though I’m pulling for Aaron here and perhaps I am if only to fire up the variable high winds to incinerate ALL the COCKAROACHES.

B.K. Sneed happens to be former 1970’s JP Parish President Doug Allen’s brother-in-law. The same Doug Allen who had been Mamoulides’ law partner. During the Allen Administration, B.K. became Director of Roads and Bridges under Peter Russo, who was head of all public works. During the Joe Yenni era, Russo retired and Sneed moved on up to replace him; Russo was then hired as a ‘consultant’. Add that period and thru Mike Yenni’s tenure as Parish President, Sneed was to remain the Public Works’ guru. I should also note that Jennifer Sneed was then hired to perform public relations for JP by her ‘friend’ Tim Coulon who became Parish President beginning with his appointment to fill the position for the deceased Mike Yenni, and subsequent election for the term beginning January 1996.
We now know that B.K. left his Parish position to work for River Birch, and his daughter married into River Birch.
What did I accidentally over hear you ask ? Well it seems as though B.K. Sneed, along with Bob Westerlund (who is a story unto himself in the annals of JP politics) have in fact aquired Hartman Engineering, Inc.; retaining Steve Hartman for a period of 3 years to ‘front for JP business’. It just so happens that Hartman Engineering has the lion’s share of contracts with Jefferson Parish.
What did I learn from this chance encounter ? That two of the old line, major Mamoulides players of the ‘quid pro quo’ merry-go-round … icon campaign contributors for contracts… B.K. Sneed and Bob Westerlund are still in the mix … Hmmm …
So I ask myself… why? … these people never make moves like this without some ulterior motive … which generally costs the taxpayers a hell of a lot more money than it should … anybody remember the ‘pumps in the weeds’ scandal !!! …”

In the Mendoza story you linked from WWL, Erroll Williams makes a statement that fraudulent exemptions add to the amount of taxes paid by others. Is that because the parishes “adjust” the actual millage rate each year based on the projected earnings that rate will generate? Thus if those exemptions were not there, the millage rate could be “adjusted” lower for everyone, but the total collections would remain the same?

There are some parishes that have bonds which are serviced by millages. I do not know if Jefferson has any such millage taxes but here’s how an illegal exemption can raise the effective rate on everybody else. The larger the tax base, the smaller the millage needed to service the bonds. Thus, when illegal exemptions are granted, the tax base is smaller so the millages must be raised in order to meet the debt obligation.

I think it’s time flow a flow chart. No, it’s long overdue…I’m willing to throw in a bill or two to get someone to create an online graphic flowchart. Preferably an editable one. SOP, you’ve already crowd-sourced the back story but it’s nearly impossible for the ordinary Joe to understand what is going on in the comment sections of Slabbed. I have a pretty good understanding of it but I get confused as at times. I think we need to start raising donations to hire a web magician to create the Slabbed graphic flow chart…whaddaya think?
